A 22-year-old man from Minnesota faked being a teenager using a bogus birth certificate to enroll at White Bear Lake Area High School, prompting an official investigation.
Superintendent Wayne Kazmierczak of the White Bear Lake Area Schools identified the individual as Kelvin M. Luebke. The latter allegedly posed as an 18-year-old unaccompanied youth by the name of Kelvin C. Perry Jr.
Disguising as a Teenager
Kazmierczak said that while there is already an investigation ongoing, he wanted to provide some accurate information to clear up any rumors. He also wanted to reassure families that the safety and well-being of all students is still their highest priority.
The superintendent reported that during the enrollment process, the individual who faked being a teenager certified on district forms that he was a homeless, unaccompanied youth. This designation then requires school districts to adhere to the McKinney-Vento Act.
This piece of legislation mandates the immediate enrollment of eligible students even if they are unable to provide standard documentation, including academic records, immunizations, or proof of residency, according to Fox9.
Additionally, the individual provided a birth certificate, which showed him to be coming from another country and being 18 years of age. Throughout the enrollment process at the school, officials had no reason to suspect that the documents provided were fraudulent, as they featured authentic watermarking and official stamps/seals.
Kazmierczak added that the man was enrolled in the district for a total of 19 school days, from Sept. 3, 2025, to Sept. 29, 2025. He was also said to have registered for football on Sept. 8, 2025, and was able to participate in three practices. However, he did not compete in any contests or travel with the team to any away games.
Using a Bogus Birth Certificate
The case comes as the standard enrollment process requires parents to prove their child’s age, address, and immunization history. Additionally, state law allows districts to require other documentation, including passports, birth certificates, immunization records, and previous school documents, KSTP reported.
A man who lived at the address that was listed on court records for Luebke said that he let the individual stay with him after meeting him at a church youth group. He said that the individual did not realize how serious the situation actually is.
Initially, Luebke was arrested and booked into Anoka County Jail on “unrelated charges” before being transferred to the Washington County Jail. These were related to his violating the terms of his probation after a 2023 conviction in Washington County for sending a nude photo of himself to a 15-year-old girl, as per CBS News.
